How does essence mastery work?

I've never used it much before since I think it's pretty useless, but I want the achievement for the mastery point.So I have resilience mastery lv 4, which according to its own description enables me to use the skill in enemies of any essence.I have my 30 stacks, and head over to aberrant forest x and look for veteran enemies, since for the skill to appear i have to fight veteran or harder enemies.After fighting like 10 of them the skill barely appeared 2 times.Also since I can use it in any enemy, I head for some sons of svanir, and the ability never popped out.So I have some questions, how does it work? Is the description wrong? Why does it pop so little in even the correct color enemies? What go values are those? And what's the lv 4 for, if 8 can't use it on enemies of any color?

Outside of bosses and strikes, it really isn't something for standard open world play. It exists mostly for cc breaking, although if you are on t3/t4 and are running Drakkar, you will notice on the escort run you are largely spamming it on the portal adds doing plenty of aoe damage. That's the place to get the Catalyst of Spirits acheivement/mastery point

As for normal vets, I believe wiki has some info on when the mob can be targeted with it. I believe vets are at about 75% healthhttps://wiki.guildwars2.com/wiki/Essence_manipulation

That wouldn't explain why of 10 veterans I killed it only appeared 2 times with aberrant enemies, or why it doesn't work at all in sons of svanir on it's lv 4 tier though
