They don't do them because they have no rewards, while bounties do have rewards. The solution is not to nerf bounties, but to increase the rewards of the meta events so that players will do them. They're currently far outclassed by HoT metas.

Anyway, to answer your question: Find a bigger guild that does meta trains regularly. It's the only solution besides using LFG and opening your own squad.
