Opening a new, empty Build Template = super disco, all skills and traits are constantly flashing.Changing a specialization = its row is flashing.

That's very bad design. When the builds' window is opened - there should be no flashing for empty skills.I would like to carefully read skills descriptions and with all that flashing it's hard.

A workaround is to quickly randomly click any skills just to stop flashing, and then start choosing real skills. But its annoying to do, after changing a specialization to check another, it must be done again.

Make a picture and a bug report or bug section but this sounds similar to how renegades skill are moving around and the corrupted attunement problem of Weaver

This looks like intended behavior, I would guess it was made by the same guy who made the masteries' pop-up.

It's annoying, distracting and completely useless - it even doesn't flash for hidden underwater skills' tab. It flashes for empty skills which you clearly see are empty and just trying to choose them...

I know, this probably won't be changed, as ANet just love annoying and useless UI flashing/pop-ups which can't be turned off, which is the worst part of the game. Those flashy UI "features" are unbearable and there was no need to be this way, ANet took time to made them, they could just like don't do it at all... it looks they like to troll.

I hate choosing skills because of that, so I rarely change them and of course I won't buy any skills templates, as opening this menu is very unpleasant.

So annoying that they haven't fixed the revenant's moving-skills issue yet...

I find it annoying too, but considering we routinely have people asking why they can't equip an elite specialisations weapon after they've unlocked it because they don't realise they need to select that specialisation before it's active it wouldn't surprise me at all to learn that Anet found some players would forget to set any specialisations or would forget to pick skills (or not even realise they need to pick skills) and that making anything they haven't selected flash is an effective way to fix that problem.

 

I find it difficult to focus on anything I'm trying to read if something nearby is moving, especially if it's a repetitive movement (I disable animated gifts on forums, Facebook and Twitter for the same reason) but in this case I don't find it a problem to pick some random traits and skills to stop it flashing then read it.

Yup, as I wrote in the first post, but it's tedious, as you need to do it for every specialization, you choose one, select anything, want to check other specialization, do it again, want to go back to previous, do it again...

For forgetting to set - there is plenty of nicer options. For example, there are already small icons at top of the screen which turn red when is something to check. Those doesn't work correct, but could and it's better then flashing. And if some dev really loves flashing and hates giving option to turn it off, then it should be done only after closing the skills panel, definitely not when it's open - if they do it as now, I take it as trolling from them.

Other option would be to just set default skills and traits, if someone goes to explorable area without them, and print info those were set to default. With this nagging flashing, probably a lot of players just set anything anyway just to stop it.

Or UI could be customizable and with options to turn off unwanted features.
