The new Champions achievements for chapter 3: Balance [story, DRM, etc] are not being counted into the overall Episode Achievement "Stretch Goals"

Yes, none of the achievements for Chapter 3: Balance are included in "Stretch Goals". It remains at maximum of 39, and does not list any of the new Champions achievements in its list.

They don't update these kinds of collections. It is likely that they will add a new one in Chapter 4 that includes Chapter 3 tasks.

There are a few meta achievements that don’t include all of the available achievements so this didn’t come as a complete surprise to me, only difference here is that we’re getting the achievements piece by piece rather than all at once so it’s more obvious.
