Exactly, from a programming perspective, the number 2 just doesn't exist, so deathly chill can't do 2 stacks of bleeding it is sadly impossible

It's because, historically, many necromancer complained that the reaper should be the power spec and not a condi spec and many other professions's players complained that condi reaper is cancer.

 

The point is that while scourge's cdamage are balanced through condi duration between PvE and PvP/WvW, the reaper's cdamage are supposed to be balanced through the number of stacks of deathly chill. In the end, it lead to roughly the same amount of cdamage between the 2 specs, reaper's being less bursty than scourge's by design.

2 bleeds would be overpowered. Reaper can apply a lot of chills in a short amount of time (shouts, reaper rune, trait procs).

 

Currently such a burst applies in 1 second 7 to 10 bleeds in the competitive modes and 15 to 20 bleeds in PvE. The latter is at a point where you can call it condi burst, which is something ANet tries to prevent at any cost in the competitive modes for a good reason.

 

7 to 10 is not good enough to compensate the slow shroud attacks. But 15 to 20 is too much. It's so much that you can ignore shroud completely and focus on the chill bust combos, which is just bypassing the class mechanic.

 

Reaper needs a rework of its condi mechanic to become a viable condi spec without being overpowered.

Then the blob has to be extremely stupid/bad.

 

Hybrid is just bad right now, because of two things:

Scrapper exists and firebrand exists.

 

With new Resolution and the amount of cleanses a scrapper does, it's absolutely useless to play condi against blobs.

 

Not to mention, that you would need to play deathly chill, which makes you loose 300 ferocity and quickness in shroud. And you gain absolutely nothing for it.
