be avaiable in the future, or can bought somewhere?

With very rare exceptions black lion skins have remained exclusive to that system, but they do come back periodically. Most likely they'll be available from the statuette vendor again some time in the future (likely for 60 statuettes each).

As far as I know there's no way to predict when that will happen (I think Anet deliberately make it unpredictable so players can't save up or plan in advance) so if you really want them the best approach is to save 120 statuettes, or enough keys to get them. Alternatively be prepared to buy enough keys to get 120 statuettes when they do come back around.

like the majority of black lion chest armor skins, they'll probably be available for purchase for Black lion Statuettes from the appropriate vendor

if you can't find them at the Black Lion traders in the vaults of Lion's Arch... the next place to look is the Trading Post. MOST Black Lion skins end up there rather quickly, but may cost more gold than you're willing to spend.

You can acquire Seven Reapers Grasps today by purchasing a Black Lion Exclusives Chest from the Trading Post, as well.
