can you get a gemstore skin while it's not on sale?

We all know how it works - a skin you like makes an appearance when you weren't there and then you have to wait till who knows when for it to re-appear.
Is there another way to get them, like for example on a trading post, or being gifted by player that bought it but didn't use it yet or w/e?

Just to be clear here, I don't mean the stuff from Black Lion Exclusives chests, which is rng stuff from normal black lions. I mean regular gemstore skins like for example Bellinda's greatsword, or Chaos Gloves skin - stuff than when it's up, it's simply a matter of shelling out gems, no RNG involved. But when it's not on... what do you do then?

Only way to get those when not in the store is stuff like the wardrobe unlock.

Items bought on the gem store are account bound, you can't sell them on the Trading Post or gift them to another player. Gifting gem store items has to be done through the store so it's only possible while the items are on sale.

 

If it's something that was only recently removed and was up for a short time maybe you could contact Customer Support, explain that you weren't able to get it while it was available and ask if they could remove the gems from your account and send it to you. I know they've done that occasionally for other people. Just bear in mind they're under no obligation to do it, so you're essentially asking for a favour and it will be considered a low priority request so it might take a while to get a response because more urgent things will be done first. But it's the only way to get things which are not currently on sale.

doubly random since you can't really buy them directly either
