DaVid Darksoul.4985
I play mostly WvW as a necro and used torment / fear builds often but now feel nerfed due to the PvE slanted change to Torment. The WvW side of this change seems to have been ignored, it dealt a huge nerf to necros, a buff against damage to mobile and cc resistant classes, and a buff to classes with high lockdown potential. I hear how much of a boost this has been to scrounge but I honestly don't see it, I guess if you are dunb enough to stand in the Red or unfortunate to be locked down by a class helping the scrounge it can be considered a boost but thats it in WvW. To counter this why not make a sigil of immobilization similar to the Sigil of Torment,(which if say an Ranger class with high lockdown capability uses makes for a potential OP build), so lockdown abiltiy is more available to all classes. 1
Dadnir.5038
Apart for scourge torment amount for nest to nothing to the necromancer. If you build for condition damage, none of the necromancer's spec really lose damage in sPvP/WvW. The only loss is on scourge stacking, which isn't a bad outcome since it promote class diversity. Now, if you build half-heartedly, sure the change hit hard. But I'm pretty sure that both sPvP and WvW ask for highly refined builds.
KrHome.1920
This change was meant to be a boost in PvE and er nerf in PvP and WvW. Working as intended.

Teratus.2859
Imo the bonus damage should be triggered when an enemy is afflicted with CC effect/non damaging condition. Edited May 17, 2021 by Teratus.2859

Non damaging condition goes a bit too far in my opinion. I don't think that the bonus damage should trigger if you have 1 stack of vulnerability on you. Better would be CC effect or movement impairing condition (fear, cripple, immobilization, chill...).

Maybe not Vun.. although thematically it does fit too. I just like the idea of Torment dealing additional damage as a punishment for other negative effects and CC's on you.. but yeah Vun might be a bit too much due to how common it is. With the new condi cap on some conditions (10 seconds) if they were to act as a trigger for the additional torment damage it would add another layer of condi management for those conditions as you'd want to maintain your Chills and Cripples and immobs etc for an active DPS boost from Torment. Could be fun for condi players, specially if they had to work with others to achieve 100% MIC uptime in raids etc. Best thing is it wouldn't even have to be another condi player, anyone that can apply MIC effects on their build can help a condi player with Torment maintain additional damage. Honestly i'd love to see more synergy like that with Conditions. Such as like say for example... Warrior Sword 3 Final Thrust having a 10% chance (5-8% in pvp/wvw) to apply a unique Deep Wound Debuff on enemies if the enemy is bleeding when hit by Final Thrust. Enemies suffering from Deep Wound would for several seconds take 20-33% more damage from the bleeding condition. Something like that would be fun to play with imo and would help out all condi builds in your team not just the warrior itself. It would also be a nice nod to Gw1 too as Deep Wound was a condition in that game that never made it to Gw2. Another one i'd like to see revived as well would be the Cracked Armour condition which would be such a cool debuff bonus to add to heavy weapons like Mace, Rifle and Hammer skills. Reducing the actual Armour value of enemies is something I don't think we can do at all in Gw2.
