have done the meta south and north several times now and I still only seem to have 2k or so supply.  I buy keys get more supply repeat.  friends of mine have 10k or more supply and 100 keys.  what am I doing wrong?

Salvage Empowerment is a game-changer when it comes to War Supplies. It drastically enhances the income of both drops and gathering. Unlocking it up to Tier 3 is quite expensive, but it really pays off quickly.

 

The important question is, what do you want to spend the War Supplies for? Most people I have met only purchase keys and skills from the United Legions Waystation. I use the majority of my Supplies for Waystations and Guildhall Decorations.

 

When you are short with keys all the time, do not open every chest that pops up. When I was short with keys, I used this priority-system:

 

Claw of Jormag Chests > Citadel Chests > Wolf Crossing Chests > Keeper Chests > Lost Charr Supply

 

You only get too many keys if you happen to participate in the north/south meta, but abort before you reach the lootable chests. Especially the south-meta has tons of events to participate in, each has a chance to reward keys.
