Spell Queue Window?

Is there a spell queue timer that’s > 400ish MS? I keep getting in hot water with abilities that self root/control me like staff DD 2-whirl. I’m still getting used to the APM, and if i tap it twice I’m locked into a multi second ballet of being exposed. Is there a setting I’m missing to dialing in the spell queue to a tighter 100ms or something (if exist, if not plz help me understand this phenomenon)?

One thing you can try is animation-canceling with the Stow Weapon key (go into your Options and bind it to something).
