Suggestion for Halloween related recipe/buff item

I had an idea for a Halloween related buff recipe/item. One that works sort of like Maize Balm. On successful kills it gives a chance to summon a Halloween creature for players to kill. Scale it based on the number of players with the buff and the size of the kill. If over 20+ players have the buff and kill a world boss, they get a chance to spawn Steve. It could be done as a banner. Do a Spooky Creature Slayer heading under General to track year round kills for each Halloween creature type. The recipe could include sinks for bloodstone. This buff would jazz up larger events.
