WvW - Revenant Skill "Hammer Bolt" randomly delays after manually selecting a target

Hi Devs!

 

It appears that the Revenant Skill "Hammer Bolt" (Hammer 1) randomly delays after selecting a target in WvW.

 

If I sometimes leftclick on an enemy player or siege the skills delays before it executes again. It feels like the skill goes into an invisible cooldown of 3-4 seconds after the selection of the target before the skills works again. Its much longer than the usual 1 seconds CD the skill got itself and it appears everywhere, so I can say it is definately not connected to what community often calls "the skill lag". 

It happens even when are no other parties players around but I select a random PvE critter.

 

I cant determine any special situation in which it happens, its just very random and prevents in a combat situation that the next target can be properly attacked when it needs to be.

 

I would be glad if you guys could have a look into that to get it fixed.
