Should Protection and Resolution stack like Vulnerability?

Protection used to be used as an instant damage reduction for a short duration. Enemy about to pop their burst? Better put up that Protection! Now it's more of an all of the time thing, but there's no build-up for them to go through to go back to maximum damage reduction. A single Protection/Resolution boon ability can put a player back at maximum damage reduction. Players are meant to burst while the boon is down, but when is it down?

Look at the other side of the spectrum, Vulnerability. It stacks up to 25, even though it can be removed instantly. There's a build-up. This condition was designed to almost always be up. It was designed to be cleansed or to inform a character when to react with block and dodge. If there's 25 Vulnerability on a player, that player should really do something to defend themselves against some burst.

If Protection/Resolution were more like vulnerability, it would be balanced around always being up on players and give players a window of opportunity to strike. Should Protection/Resolution stack like Vulnerability?
