So that we have a lore reason for getting a new PvP hub, preferably in a sunny place that doesn't have both a depressing atmosphere and a depressing music?

Nope, you're confined forever to a murky soup of darkness and salt, in keeping with the PvP spirit. As for lore, Kralkatorrik was pursued through the Mists and chased out of them before he got a chance to eat any of the hubs or repair any of the WvW wall gaps. Could always try asking Glint to do some rebranding, though - she's still there.

 

However, if you enjoy skullbashing with a more upbeat vibe, I recommend shutting off your game music and instead playing the Super Adventure Box soundtrack while you do battle with the bots. Putting a motivational poster near your monitor is also a solid choice.
