Scourge Life Force

All necros suffer from this effect, not just Scourge. I think what might happen is that when mounted in WvW, the character loses their equipment vitality bonus for some reason. The smaller health pool means a lower life force pool, so if you have life force greater than your new maximum, it is lost. Something similar happens if you switch equipment to something with lower vitality and then back again. This is only a guess, though.

I thought Scourge also suffer from Visual bug at PvE?

Usually Scourge UI is YELLOW LifeForce and there is indicator beside your F1 which show how many sandshade currently active.
If you mount and dismount/mount engage, the indicator disappear and the lifeforce turned GREEN like reaper/core.

Because it's more balanced that way.

 

PvE in open world is generally designed to pander to casual gamers who do not care about balance and just want an easygoing experience. Every MMO needs at least one part of their game to pander to casuals in order to maintain profitability. Casuals generally consider games to not be fun if they are too challenging, so allowing them to retain resource in between fights is a simple way to cater to their needs. WvW is more "hardcore open world pvp" style, and thus needs to be balanced to cater to that crowd. Being able to carry resources around for free like that gives an unfair advantage in fights and that's why it shouldn't be allowed in areas that allow PK.
