I mean I remember I got all stuff from the first 2 major tiers but I didn't saw progress on the 3th or saw any reward from the minor steps in it.??

All 5 tiers were completed, the reward-NPC (Assistant Subdirector Rannu) is still there, you should get the missing rewards by talking to her.

Tier 5 , you should get the reward if you put in some fractals during the event but you need to talk to the NPC.

Just make sure to spend some of your tokens (15 if I remember right) or the NPC won’t give you the community rewards.

You need only spend 5 tokens, for the one achievement.

And you need only spend 1 token to get all the rewards from the other.

Saving them.  Especially since it takes 100 for a tonic.
