It's called "Water attunement", not "Ice attunement"

Ice simply is the solid phase of water.

It's not even remotely surprising that they are used as one and the same Element.

GW2 even has steam and vapour abilities for the gaseous phase, as well as mist abilities that are aerosols.

 

All of it is water.

They could call it tomato attunement for all I care. Just give it some real damage when not running scepter...

Water traitline gives 20% bonus damage vs vulnerable targets in water attunement, but it's not enough to offset the shoddiness of the damage on dagger (0.33 coefficient even in PVE , hits twice when piercing), staff (0.3 because it heals , ice spike has a huge delay only good for blasting), and sword (everything is below 0.8).
