New "monster" levels underrated?

No one seems to be mentioning the announced enhancements to higher level creatures.  I think having each level of a NPC (juvenile, regular, veteran, elite, champion, legendary) have additional skills or abilities could be a really significant enhancement and make gameplay a lot more interesting that the current "bigger health pool" approach.  Right now most adversaries are one-trick ponies that are a little too predictable.  In the case of human/norn/etc. type characters it would be great to have the greater unpredictability of not knowing what profession they are and what skills they will use.  Within the limits of difficulty I think improving the AI of the NPCs could give the game a real refresh. 

 

One of the things I like about world versus world is the unpredictability, even though when it comes to fighting other players I'm not very good and usually end up dead in even one on ones let alone being outnumbered.  If mobs in PVE had the potential of having synergistic attacks, say one of them is spamming immobilize while another putting out nasty area of effect attacks you might have to be a little more careful, and you would be better prepared for the pvp modes where you often get hit with a ton of conditions that pve play hasn't prepared you for.

Notice, that this will only affect the "scalable" mobs - those whose veterancy level depends on the number of players nearby. The champs/legendaries that are parts of their own events are for the most part already unique, so this will not affect them at all.

 

Basically, it's an adjustment for trash mobs only.
