Came here to say the same thing. I know we're considered just like the US for the most part, but there's just enough difference that these things block us sometimes.

Ya we’re  definitely NOT US!   The Dell site also clearly says they won’t ship to Canada.  pfft

As a note of caution for those looking at these laptops. For the RTX30 series laptop GPUs they removed the "Max-Q" designation to obfuscate performance and trick customers, you need to look really close at the specs to see what kind of max wattage the card can draw. One laptop with an RTX3060 can run almost 50% faster than the next with the same card. I have no idea which variant the G series use.

For anyone wondering why lots of countries don't ever seem to be eligible for promotions/contests:

This is not a decision by a single small company "because reasons."

This is an extension of the nuances of international trade and the lack of international law.

For international law (lack of), an action taken by a company must meet all statutory and regulatory authorities at every level of government in every region they commit the action (in this case hold an event) in.  Any violations of statutes and regulations can have a wide range of legal fallback because there is no international standard for legal punishment, or even laws for that matter.  And so, It is easier for small companies to hold a contest / promotion in as many places as they can with the knowledge that they'll have to leave some out.  The legal research and support to ensure compliance on a truly global scale is vast.  We're talking downtown Manhattan corporate law firm vast.

Sometimes I see people state that large corporations can do this with ease all the time.  Yeah, of course.  These large corporations also know how to internationally juggle their assets t avoid taxes.  Arenanet is not anywhere remotely close to this level of corporate resources.

As far as international trade.......oooh how to tackle this one without sparking anything.  Well, to start with, free trade agreements are a huge boon to all parties involved.  It allows for so much ease of access to services and goods across international borders.  When people dismantle these things relentlessly....well, yeah, the access to stuff gets shut down.  This is nothing that ArenaNet has control over.  THis is foreign policy between human civilizations.  If you think ArenaNet has control over that.... not sure what to tell you.

So keep these two things in mind:

Free Trade Agreements (or lack thereof)

No International Standards for Law (everybody has widely different laws.  Do you even know every applicable law in just your own country, let alone every other one?)

With that said, yeah it sucks that things aren't globally accessible.  They really should be and hopefully there's movement towards that in the near future....ish....maybe...who knows.

Does this mean GW2 is now classified as bloat ware?

It's not preinstalled and uses zero system resources when not running.

Are you trolling?

You should be grateful the DELL laptop promotion isn't available where you live. EVERYTHING DELL makes except XPS laptops is manufactured E-waste/trash.

Do you work for Apple or something?

Dell Latitude is highly rated as well (it has a metal chassis) and let's not forget Dell bought Alienware. They might not always be the best OEM but they're competitive enough with the likes of HP , Lenovo (not a US company , Chinese), ASUS (not a US company , ROC), Razer (not a US company, SG), MSI (not a US company, ROC) and Acer (not a US company , ROC) . Also if you have a company deal with an OEM it often saves money compared to outside vendors.

TL;DR : given G15 is on several reviewed lists and it's competitive enough with other brands (HP is the only other major US brand) it isn't a terrible decision to do the bundle

OP, you probably don't need to worry so much.  Someone buying a laptop is probably choosing it based on criteria other than "oh, that one has that $30 game on it so that's the one I'll buy."  Someone wanting PoF/HoT but for some reason not able to spend $30 on it probably isn't ordering a new laptop.  And for just $20 more they can buy EoD with PoF/HoT included, on the PC computer of their choosing.

I guess maybe someone might want a second account with the two expansions unlocked, and also be in the market for a laptop, and have just enough money for the laptop, but overall I'm skeptical that this promotion is in any way meaningful to either bring in new players (maybe someone happens to buy the laptop and notices the game and decides to try it out and gets hooked?) or drive Dell laptop sales in any noticeable way.

Not that ANet has control over international business law, as others have said, but even if they were maliciously targeting Canada with this exclusion, Canada isn't missing much.
