Firebrand - Can I make settler gear work for Fractals/Strikes?

Hey all,

 

I'm a returning player who never played guardian and now just got one to 80. Checked the builds on Snowcrows, Metabattle and Discretize conserning Firebrand and I was wondering if it would be possible to make a condition/healing build with Settler gear? Axe/shield + Staff, heal on symbols, and passive heal from F2 and so on while also doing som decent condition damage with the axe and F1 tomes. It would also provide some nice boons but maybe not the best uptime.
