Scourges are going to be slightly easier to kill, which means they are going to be slightly less oppressive.

This objectively is better than nothing, even if it's not much.

Tbf on the other side of the spectrum if Anet were to decide to buff something like warrior's pommel strike on mace by 10% Strike damage. It doesn't change warrior's situation, however they do a little more damage with pommel strike right? Better than nothing? Gripe here is to have some actual vision and direction with changes, do the changes right or don't do them at all. The better than nothing or inch by inch changes doesn't work with the way they do balance patches once every blue moon, if the game ran on a very frequent balance schedule that would be a different story.

Not every change is "better than nothing." Changes show hints on how the professions/specialization might be handled in the future.

Nerfing Scourge a bit is a sign that they know in which direction they need to go with Scourge, even if their baby steps are far from enough.

Your proposed Pommel Strike buff on the other hand is a completely different sign. It'd be equal to flipping as many birds as possible towards the Warrior playerbase and ignoring all the issues with Warrior.

No gameplay will change.  Why is a random sprinkle of impotence any better than literally nothing?  All of your buttons are still doing exactly the same thing as before; just some are doing less numbers.  Nothing is changing.

Its around 1000 less barrier per skill (minus 1) thats a whole lot less barrier that we have to go through to kill the scrouge. Plus the corrupt nerf are big.

It wont out right kill the build but it will make it more managable. Specially in team fights.
