Total length of skill chains / sequences according to the wiki

The wiki manually lists a "total length" for most skill chains in the game, for example:

Notably, this duration is always considerably larger than just adding together the individual duration of each attack in the chain.

 

I thought this could have something to with the Aftercast Delay of each skill, but the wiki also mentions that attack chains ignore aftercast delay:

What causes the chain duration to be larger than the individual parts? I imagine those numbers were found out by testing them in-game, or can this information be seem somewhere?

think the last skill has aftercast and thats where the extra time come in (ie it take 3.6s from start to reset).

 

But I dont know how it works exactly. I know that engineer pistols for example are completely kitten having nearly 50% longer attack intervals than what Anet specify due to this supposed aftercast... which shouldnt exist on single AA.
