Why give scourge concentration?

Even without the trait, Scourge has access to a Might-generation utility (all three utilties when combined with Core Necro skills like Blood is Power) and a Might-generating elite skill.

 

With max boon duration you can keep players at 25 Stacks using only a few of these.

Not only is pretty much just Might not worth the massive investment of 100% Boon Duration (or sacrificing all Utility/Elite), Scourge also doesn't synergise will with stat combinations and Runes that enable that (with Plaguedoctor being the closest, getting you not even halfway there). 

 

Just because something is theoretically possible on paper doesn't make it any good. 

If anything Abrasive Grit, imo, should long have it's Might duration buffed (or more boon support having been incorporated into Sand Savant).

Full boon duration isn't taken for Might stacking, its taken for perma-Protection from Shroud, at least in WvW. And I'm not sure what you mean, with Shades giving you 15%, a Sigil giving you 10%, Food giving you up to 100Conc, and so on, its extremely easy to "get there".

 

And Plaguedoctor is the Scourge's premier support stat combo, even in most of PvE? It sounds more like you're specifically talking about offensive builds, which is a different beast entirely.
