Rifle deadeye bugs

1. mark goes on 3 sec cooldown sometimes when there is not enough range. Steal is never goin on cooldown because of that.

2.kneel - rifle 5 interrupts marking.

3. cursed bullet does not benefit from kneel velocity bonus making it useless skill in pvp

PSAnet forgot to apply rifle buffs to pvp
