Original Guild Wars Store down?

Last night and earlier today I made some purchases in the Guild Wars 1 store for character slots, mercenary hero slots and everything went through normally. Then about 00:00 GMT or about 5 hours ago I went to buy another character slot using the same method of payment and after I click the complete order button it pauses for 10 seconds like normal but instead of saying order complete, here's your total, access code and the like it just says Payment Authorization Failed, I've never had that happen before and I've made several more attempts and get the same thing. I know my method of payment works and is good because I made a purchase on Steam 2 hours ago and my purchase there went through normally. I guess either there is a limit on how many purchases you can make in the Guild Wars 1 store or it's down for some reason. Anyone know what's up? -Thanks
