Random FPS Issues on multiple PCS

I just reinstalled and started GW2 again and I noticed that only GW2 randomly loses so much fps I go down to 5-8 FPS. Task Maager doesn't show it using a bunch, I don't have many things running to take up any part of performance. I am running a Nvidia 1070 with latest drivers clean install, 4.2 gigahertz i7 cpu, 64 gigs of memory. Thats my home pc. my laptop is a bit older at 680, I7 I think 2700 or something close to that. Both pcs will play the game fine then boom just instant fps drop and have to restart the game to clear it out or wait 10 minutes. Even rebooting the game it comes back right away sometimes.

I also run Windows 10 Pro on both fully updated before and after to make sure it wasnt a windows patch. I also ran old drivers and new drivers for both video cards as well.
