Sparking the Flame - Stuck at the town. Herald stuck, not summoning warhounds.

Herald of Balth. stuck in town. Not summoning the warhounds like the wiki says she would. Instead I'm stucking slowly chipping away at her health. At first she was just stuck, tanked all the way to 55% hp and then she suddenly started moving again, fighting back. I fought her down to 44% but that took a good 10-15 minutes... I figured it wasn't worth it as there's no telling whether the mission will continue after defeating her or not.
