Raptor Tail Swipe dmage scaling

When I went to try Raptor on some of my low level characters I noticed that on some of them the tail swipe does 7 800 damage. That is on level 14 characters.

1) I have all but the last ability in the Raptor mastery track unlocked.

2) This is the case ONLY on my Mesmer and Elementalist characters. My level 21 Engineer's Raptor has just 330 damage on the tail swipe. So it might have something to do with light armor classes?

Anyway, this is probably not intended. Though I must say that it's pretty hilarious running around low level zones slaughtering veterans with my Raptor nuke.
