Warrior Torch #4

Good day. Currently warrior torch skill #4 is only hitting once when previously it hit up to 4-5 times (depending upon the hit box size). This has resulted in about a 10k dps loss just from that skill for the condi warrior. I see no where in the July 10th patch notes or the late patch notes indicating there was a change to this skill. As such, I can only surmise that this is a bug.
