Story instance: Night of Fires - Kasmeer never appears, story is blocked

I'm blocked on the Night of Fires story. I successfully completed the outposts and main base, including the large battle. The story then directs me to go to the Temple of Kormir to meet with Kasmeer- but when I get to the spot in the temple marked on the minimap, there is no Kasmeer present, and no instance entry star.

I thought maybe it would be on the level below the main temple, where the masons are working and the hydras patrol through - but no dice there either.

So I am blocked. Not fun. Anybody else see this?
