Core Burn Guard Build, For PvE???

Looking for a build to use pre-elite spec, that will be sufficiently burn things to a crisp before I get my hands on FB. Also, gear recommendations pre-optimal gear would be nice, was thinking Rampagers or Carrion.

But with Permeating Wrath instead of Indomitable Courage.

I find pvp burst builds are pretty solid solo pve builds if you replace a little of the obviously pvp related traits with more damage.
