Storm Tracking is unresponsive

I'm having no connectivity issues in the open world, but as soon as I enter the Storm Tracking instance, everything becomes completely unresponsive. The dialogue is minutes apart, my skill buttons don't do anything until a minute later, and I get disconnected when I try to port out.

I was away for the game for a few months; just returned and am going through LWS4 and I am now stuck in Storm Tracking with the same issue: when I enter the instance, the dialogue is minutes apart, skills take minutes to trigger (if they ever do), and the enemies just stand there--all the indications of super lag. No lag anywhere else in the game, just in this instance. Once I even ran all the way out to the edge of the map; I leapt into the void, fell for a bit and ended up ... swimming sorta. Totally bugged. The only way I can get out is to go to "Character Select". Anyone else have this issue? Did it get resolved? Anything I can do?
