Necromancer build

For general purpose PvE DPS (I.E. Unless I need to swap out for a specific threat/situation, this is what I'd use for Dungeons, Fracs, Open World, maybe even Raids when I get around to it), how does this build look?

Ex. If a lot of people are might-stacking around me, I might switch out blood is power for something else like CPC if we'll fight a lot of projectile enemies or well of power if we are going into a condi-heavy area.
