Connection Error

Error Code: 7:1000:7006:462

The game client lost its connection to the server. Please wait a few minutes before restarting the client and trying again.

I have gone into my router and opened the ports through UTP; however when I go to a site to check if my local IP has the ports open, they state they are closed. I have Formatted my Storage Drive, reinstalled windows (Lost my key, so am now not activated), have reset my browser, and had my ISP reset my router hardware as well. I have tried this through a VPN, and through Safemode. Nothing is working.

This is not unique to GW2, it also applies to Steam, GOG, uPlay, Origins, Final Fantasy XIV, World of Warcraft. Seemingly all online games, and game stores. I cn go onto the internet, watch Youtube, etc... just nothing that is game based and works like the above. Which is why I thought it would be Ports...
