[Is Escort Miju as they race against the clock bugged?]

Are these events bugged, or am just completely missing when either of them spawn? The wiki lists the general locations, but I haven't been able to verify exactly where they are supposed to happen.

I must be missing something very obvious, because I cannot find this person or ever see this event up. Any clarification would be appreciated.

What counts as a structure? I've used siege weapons on the gates and cannon things and haven't gotten credit. Port Cascadia is the only one I've tried though.
