How do you get a certificate of heroics with the new currency, "testimonies of jade heroics"?

Is the legendary vendor in WvW not updated for it yet?

The essence of animosity also can't be bought with the new currency.

In the security settings of account management it is showing the wrong location for my IP address. This led me to be blocked after making gem purchases because my billing address is what should be showing.
