Any combat potion worked for the bug.  However, in raids, the only combat potion that's useable is the April Fool's Choya Psionic Tonic.

The main issue is in wvw where many combat tonics are available for use, and this problem was readily being exploited.

honestly, good point.  I figured a bug report should include repro steps but I don't want to cause damage

I was able to reproduce this after seeing a streamer do it.

The essence of the bug is that is allows repeated procs of "on-element swap" traits, such as Sunspot or Healing Ripple
I had repro steps here but I have removed them to prevent any exploiters.

I can provide them to Anet as needed.

The stun only applies when targets cross the field, functioning similar to your specified ward-type skills.

If cast on top of a stationary boss, no stun is applied
