Seeing how anet loves their condis, it's most certainly not exclusive to power damage.

Each of the glint legend upkeeps grant you a 2% damage increase (afaik the F2 ability included),while every other upkeep (shiro quickness, jalis hammers, etc.) give you a straight 7% damage increase.
