I've unlocked and purchased the Depth Charges mastery for my skiff, but there is no option to use them. From what I've been told by my guildmates, I should have a skill for it on my skill bar but it's not present: the only skills I have are the three different speed settings, Toggle Anchor and Angler's Sense.

[Drakkar achievement bugged for those who already had it??]

Edit: Hmm, I don't know how or when, but the meta achievement finished. I was in East Bjora doing the meta and noticed the achievement in my tracked section was yellow and 100% percent. I don't recall seeing the standard achievement pop-up however. Perhaps just vising Bjora Marches fixes it?

I was on the same boat as you (9/10 achievements done before the patch) with the same bug and changing maps did indeed fix it for me. :)
