I had already completed the Seitung repeatable once before they disabled them, and there was no issue with that one. I did however notice that one could simply sit in seitung and get the meta acheive and title without ever leaving, without worrying about ANY mackerel, or ever looking to see if it was dusk or dawn. I personally wasn't gonna go that route, but you could. This is the only reason I can see that they might disable them temporarily and force everyone to do all the maps first. The biggest problem I have with that is it's a design flaw and you're punishing everyone that worried about fishing first. Imagine doing the DE meta over and over for several days only to have anet turn off part of the final collection to get the mount because people would get it too fast.
