[BUG] Desolation - Help Rebel Keyon Steal Weapons from the Garrison

Hi,

This event is needed for the new IG backpiece. Back when PoF had released, I know I did this event a number of times. But I've been waiting for it to start over 2 hours now without the NPC even showing up, much less the event starting. Can someone confirm if there is some issue?
