[Bug] Jackal Reconnaissance Achievement-Awakened Intel Item not there

I was in a party with a friend searching for the Awakened Intel it the Scourgeway. We searched for about an hour checking the tent where we thought it should be multiple times. Then when my friend passed the tent there it was. He picked it up and it disappeared. We waited there another half hour thinking it would spawn so I could get one, but have yet to see it.
