Warrior's Torch 4, Blaze breaker, only hits once per target

This bug(?) occurred after the July 10th update, and I found out that the torch 4 skill, Blaze Breaker, has an internal cool-down for a target it hit.

I tried hitting a huge golem in the Aerodrome, and in live environment against multiple groups of foes clumped up together, which all marked that they are only hit once per skill used.

Please clarify that if it is an actual bug, or an intended effects of a skill after the update, because the patch-note does not mention anything about warrior's Blaze Breaker.

Agreed. Any significant changes should be in the patch notes instead of discovering them through normal use.
