WvW-tactics: "Upgrade has been used recently. You must wait

So when opening Skirmish Chests for Improvement and Tactic Packs, you get your tactics in your inventory. When you now opened a full stack of chests, you get a stack of Tactic Chests. Once you opened them all you can click the tactics (to put them into your guilds inventory) only each 2 seconds with an error message "Upgrade has been used recently. You must wait to activate it again". Well great. Now you can enjoy half your day disappear if you want to get rid of several stacks because the storage is timegated for whatever the reason is.
