Soulcleave's Summit not working with some skills

Found that it does not procs with some skill, then did some testing and found something strange.For short:Elite does not works with Sword#2, Axe#4 (only for projectile), Hammer#1, Staff#3 and SB#2&3. Also it have weird interaction with SB#5

Tested on fractal golem with agony for better visibility from proccing effect. I don't thing that here we need several screens for same thing. Every not working skill was tested several times.
