Gourmet Training Achievement Bugged Cant Progress

At the end of the gourmet training quest you have to buy 2 items from plikk, each one costing 5g. I was broke at the time so I bought one and went to get some money to buy the other, and when I came back the option to buy it was gone. Plikk just had his normal trade offers. I have since been unable to get him to sell me that item and I cannot be bothered to level another character's cooking to that level to see if that even fixes the problem.

Using discovery, I couldn't find tarragon leaves for bhia's bowl of poultry tarragon pasta or cassava roots for Sage's flatbread.  This really messed me up can't get the ascended garden plot now or craft a cilantro pouch and collect cilantro seeds.  Also can't get the oven.  I know this all worked at one time but now it is totally screwed.  Also you can't make a glob of gellatin now by discovery since it doesn't see the pile of powdered gelatin mix in your material storage.
