Stuck in combat

Why is this still a thing? You can be stuck unable to change gear, move at reasonable speed or do anything - just had it repeatedly with the Solid Ocean fractal which prevented me from making the jump to the end boss - no enemies were attacking me and as I rely on pets for speed I didn't had the buffs to make the jump (when I am stuck in combat!)

Seriously this has been a problem for years, why hasn't it been fixed?!?

Soon after launch I was perma bugged with it on a wvw map...
