[Suggestions] [Dessicate][Sand Swell] should can use on underwater

[sand Swell] is like portal, so portal can use on water , this should be ok too

[Dessicate] this is target base skill, should can use too

anet give up underwater , but also still try stop us use skill on underwater....rev's skill also need too

sux how like half the elite spec Scourge is outright unusable under water.....

Sand Swell, I don't see how it can be used underwater. The typical treatment for ground-targeting skills to be used underwater is to turn them into a PBAoE. But if you do that with Sand Swell, it's totally useless. You would create a portal from your current position to your current position.

Dessicate has no reason whatsoever to be unusable underwater.
