Weapon swap availability after mount attack.

Before the Christmas update, after a mount attack and dismount, weapon swap was on cooldown. I only use a specter and torch so swapping is used only to proc my Geomancy sigil. I didn't really like not having that available. So I was happy today when I noticed that the swap button now shows as available after a mount attack. Problem is my Geomancy sigil does not proc if I swap soon after dismounting. I have to wait some time after dismount in order to proc from swapping weapons. So the sigil is on cooldown after the mount attack. Is this a bug or intended?
