Thieves and rune of surging

Basically thief si far (s/d mainly speaking) got only small nerfs to it, mainly no nerfs to double steal or sword 3. Meanwhile the main counter to thief, funny enough a rune, (surging) is being removed.If you remove surging thief needs heavier nerfs that’s all. Rev was already butchered by a good thief, warr was probably thief favored but close, engi was close too. Now thief is just gonna take a massive dump on all three.

Also you are proposing no alternative for power and boon duration rune stats.

A class should never be countered by a rune in the first place, and a rune should never counter a class. That's indicative of major problems underlying the balance of the game, and I don't mean just numbers, but actual mechanics are flawed at that point.
